On June 10, 2020 at approximately 1:03 PM, the WRPD was dispatched to a residence in the 400 block of Franklin Street for a report of a domestic disturbance. WRPD Officers arrived and spoke to a known victim. The Officers conducted an investigation and an involved male, identified as Noel David RIVERA, was found to have been involved in a verbal argument with the victim. RIVERA then pulled out a pistol and pointed it at the victim and threatened to kill the victim. The victim then ran away and called the WRPD. RIVERA fled the area where the incident occurred prior to police arrival and RIVERA could not be located. A felony warrant for the listed charges was issued for RIVERA on 06/10/20 which had been filed before the District Justice. On 06/11/20, in the morning hours, RIVERA turned himself into authorities and was arraigned before the District Justice.
