On October 23, 2020 at approximately 00:39 AM, the WRPD was dispatched to speak to a known victim of domestic violence which occurred inside a room in a business in the 00 block of South 3rd Avenue. WRPD Officers responded and initiated an investigation. An involved male was identified as Thomas William SHAFER and he was found to have assaulted the known victim. SHAFER and the known victim entered into a verbal argument and during the argument SHAFER followed her into a room and used a guitar to push her onto a bed. SHAFER then struck the victim in the shoulder with the guitar. While the victim looked for her glasses, SHAFER pushed her against a piece of furniture and then placed both of his hands around her neck/throat area; choking her. The victim was able to get free of SHAFER when she backed away from him. SHAFER had originally fled prior to police arrival, but was later located, arrested, charged and arraigned for the listed charges filed before the District Justice.
