Officers were dispatched to the area of Morgantown Rd. @ Shiloh Rd. for a motor vehicle accident (MVA) with injuries. The operator fled the scene before officers arrived but a short time later the operator, Justin RUSSO, was located. An investigation was conducted and it was determined that RUSSO was driving under the influence and arrested on the above charges.
