**Incident Summary** On November 29, 2024 at 2132 hours, a traffic stop was conducted on Valley Road after a pickup truck was observed driving off the road and onto the front lawn of 2019 Valley Road. The vehicle then drove back onto the road and continued south on Valley Road. During the stop, two objects were thrown out of the vehicle while it was still in motion. The driver, a juvenile female, R.M.R., and passenger, Nicholas STRONG, were identified. STRONG made several statements during the investigation, including that he was drunk and that R.M.R. was driving his truck because she was not used to driving it. Two rear seat passengers, juvenile C.L.S. and 18-year-old Jacob GABRIEL DE LEON, were also in the vehicle. During the investigation, two alcoholic beverage cans were found in the area where the objects were thrown out of the vehicle. Further investigation, including a review of security footage at a nearby Sheetz store, revealed that the same male individuals were involved in a disorderly incident prior to the traffic stop. The footage showed STRONG getting into the driver's seat, while R.M.R. got into the passenger's seat, and the vehicle leaving the parking lot in a fast and reckless manner. In a subsequent interview, R.M.R. stated that she had switched seats with STRONG during the traffic stop, and that STRONG had instructed her to tell police that she was the driver. R.M.R. also stated that STRONG's motivation was to avoid a second DUI arrest. All persons are considered innocent until proven guilty in a court of law.
